Is Forge necessary to download mods on 1.13.2? I tried to get it but it says it's still updating for 1.13. Do I really need it? or is there other alternatives? I've never downloaded a mod before so I have no idea what I'm doing. I'm just trying to get OptiFine and maybe one other.
95% of mods use Forge. But since there isn't Forge for 1.13 created yet, what ever mods say they are for 1.13 are installed in a different way. Read the mod's install instructions.

While all the other sites you've listed are perfectly safe, 9Minecraft is not an acceptable website to download Minecraft mods from. They frequently repost outdated mods for newer Minecraft versions, which won't work and will only cause crashes. After experiencing some of these issues, some users will proceed to complain to the mod's developer, saying that it doesn't work or that they're having problems using it, when in reality, they're using a version of a mod which was never designed for that version of Minecraft in the first place.
9Minecraft also reduces the revenue that modders receive for their work by linking to their own download links instead of, say, for example, the mod's official CurseForge page, which "pays" the modder largely based on how many downloads their mod receives. Many modders work on their mods as a hobby for extra income, and the less traffic going to the CurseForge page, the less money the modder gets for their mod.
Lastly, and most worryingly, malware has frequently been found on sites like 9Minecraft. This is because the original author of the mod has no control over what goes into the "reposted" version of their mod. A lot of times, sites like these will advertise a mod "installer", which is an executable file claiming to install the mod automatically for you. It may do so, but it could potentially install spyware or malware at the same time.
I have dealt with these situations personally, seeing as one of my more popular mods is frequently reposted on sites like 9Minecraft. If you want to download mods, CurseForge, Planet Minecraft, or these forums (which frequently link to Curse) is your best bet.

There is, in fact, a new beta version of Forge for 1.13.2 available for download from the official Forge site. However, don't get your hopes up...not many mods(almost none) are compatible with it yet.
There is now yes you are correct, I obviously only said what I knew at the time. Just thought I'd point out that 'other options exist' if people are interested or instead of not hearing the truth that Forge 'clearly isn't the only modloader out there' even though it's the biggest. Like Liteloader, Rift & Fabric exist now, even datapacks for 'mod equivalent type content'. That's about all I was going for since most people don't look that far. I got to say the amount of 'where is Forge 1.13?' thread was getting annoying. Otherwise if people wanted things to do to 'fill the gap' or are uninformed compared to Forge 1.13 clickbait install tutorials of 1.12.2 then yeah... But otherwise that's past now and yes 1.13.2 Forge is out now. But I was there for the clickbait Forge 1.13/Rift Modloader as only 1.13 content for 'mods' besides datapacks period.
I'm testing many 1.13.2 Forge mods and have since it's been publicly happening, I even document them in the Rift Discussion Thread since Rift mod updates are infrequent and was informed about them from another user on the forums in that thread. 1.13.2 Forge isn't too bad right now for how mods are going to be ported and the state, but yes it isn't that stable/mods ported aren't really ready yet. They are getting there though.
