I recently got a modpack on Twitch in Minecraft version 1.12.2.However, all mods in the mods folder for the minecraft version 1.7.10, but ran in the modpack still in the minecraft version, 1.12.2.Now I would like to know how to change the minecraft-version for downloaded mods, which can only run in older versions to newer versions.
Just changing the "minecraft-version" isn't enough. There's a lot more to making the mods compatible with newer versions of Minecraft, otherwise they'd already have downloads for the newer versions of Minecraft. Some of the mods I see in your image already have 1.12 versions (e.g. Applied Energistics, BiblioCraft, Botania, Custom Main Menu), or replacement mods (e.g. AOBD -> JAOPCA, Big Reactors -> Extreme Reactors, NEI -> JEI (technically not visible, but I'm guessing you have it since CodeChickenCore is listed)). It looks like ChickenChunks is already for 1.12.2, though.
If you want to switch back and forth between playing 1.7.10 and 1.12, it is safer to set up separate profiles that use completely separate folders. I was under the impression that the Twitch launcher would handle that automatically, and something is going very wrong with it if it is running that modpack in 1.12.2 (which I just looked up on CurseForge, and the modpack is for 1.7.10).
Twitch does not mix mod versions. It creates separate folders for each Profile created. And it would only show mods to install based on the Profile version, IE 1.7.10 mods if the Profile was 1.7.10.
If the modpack you installed had miss matched mod versions, then that's the fault of the modpack author.
Looking at https://minecraft.curseforge.com/projects/divine-journey/files/2529981 I don't think the modpack includes ChickenChunks normally. I'm guessing it was manually added to the mod folder later, and if that's what caused Twitch to launch MC 1.12.2 instead of 1.7.10, I'm glad I don't use that launcher.
I think you are right. But ist irritating, that many col mods are only available in older versions and the modmakers never update them.

Writing a mod requires knowledge of Java, a programming language. The biggest slow down in mod production was the release of MC 1.8. It made a lot of changes to the structure of the game, which required a complete re-write of mods. Since then, mod production has been at a good pace. Also, mod authors have to wait until a version of Forge is created first.
Don't forget, making mods is a hobby to the majority of the authors. Real Life takes precedent (Azanor is a good example).
