That might be your problem. Officially, the game is supposed to require at least an Ivy Bridge processor to run on integrated graphics (reference here), and your system apparently predates Sandy Bridge. Do you have a discrete graphics card you can configure Minecraft to use?
I can play mc regularly without mod and it is kinda smooth, i think my intel GMA 3100 doesn't have anything to do with this
That by itself doesn't disprove my guess, and stitcher exceptions can be caused by using high resolution resource packs or too many mods with a weak video card - http://www.ozone3d.net/gpudb/gpu.php?which=60&v=2 shows a somewhat different cpu but with the same chipset has a max texture size of 2048 (x2048), compared to 16384x16384 for most discrete video cards (and 32768x32768 for nvidia gtx 10 series cards, though Optifine is required to enable this in Minecraft).
However, that is still enough for 16384 textures at default 16x size (the default "flowing liquid" textures technically take up 32x32 as listed in your log for reasons I don't entirely remember). I like to use PureBDCraft textures, so I ran a search for "*.png" on an extracted zip of one of those, and it came up with 2435 results, but that includes guis, animal/mob textures, alternate textures, and a few other files that don't actually go into the count of textures stitched into the atlas, so I can't see how just adding Forge would push it over the limit.
Looking again at your log, I notice this:

That's the bundled Java that comes with the Minecraft installation, which is severely out of date. You might try it with a newer version of Java 8 (don't get Java 9, Forge won't run on that), which you can download from here:
Normally I'd advise getting the 64-bit Java if your processor and OS could support it, but since you seem to be running Windows XP, I can already tell that it won't.
