It might help if you specified what Minecraft version you're playing, but your topic implies you're in a new enough version that you can't just use a Buildcraft pump. Thus I suggest an Immersive Engineering pump, with an upgraded windmill powering it.
D'oh, my bad. I'm playing 1.10.2, the dev for BC stated he won't be releasing a build for 1.10 so I figured I'd ask around. I found out about Extra Utilities and the Ender Thermic Pump, but it was removed. However, for those who don't know, RiokuTheSlayer made a mod to get it back. It only adds the ETP, and it functions just like the Extra Utilities one. Okay, I compared pumps from different mods for myself a while back, and I'm fairly sure the ETP beats the IE pump - wider search range (5 chunk radius vs. roughly 31 block radius), and faster (1 block pumped per tick at full power vs. 36 ticks per block). Only problem would be if you were using an MC version the ETP hasn't been ported to - it looks it's only for 1.10.2 and 1.11.2 so far.
Trying to set up a system where I'm pulling lava from the nether using a pump of some sort and an ender tank, for my TC smeltery.
