I've recently downloaded The Thermal mods (Foundation, Expansion, and Dynamics) And it says they require RF but I searched for it and can"t find it. Can someone please tell me.

If it just said they "require RF", that implies that you downloaded the mods from a not-so-legitimate site. Both the Curse page for Thermal Dynamics and the TeamCoFH downloads page make it clear that what you need is CoFH Core.
