There is this mod, i don't know what its called but it has these blocks in it

they allow you to quickly and easily move blocks and players from one place to another.
i would very much like help finding this mod.
It looks like a re-textured FunkyLocomotion, but it could be another RedPower alternative. It definitely isn't the original because the tooltip says ProjectRed, developed to replace it. a google search of RedPower replacements could help.
