Factions are basically just "aggresion" status. Whe nyou create one, you get two numbers that you can modify (iirc they're 500 and 1500).
If your score with that faction is less than 500, it'll be aggresive and attack you on the spot. If it's between 500 and 1500 it'll be neutral, and if it's over 1500 it'll be friendly.
You can modify your amount of points by creating an NPC, going to advanced, factions, "On Death" and tuning the points there.
This way you can make assassinations have consequences, for example.
My friend hit a my faction menber so many times and kill they and they attack first. But after going far they are attacking and new members are not attacking

I think what Tree Puncher means is that he wants to set up two factions where he could join and his friend could join the other. He wants to create an npc army that will attack his friend's army, but his friend's army won't attack him.
He basically wants to know how his friend could join one npc faction and he could join another and they could both fight amongst their npc armies without one of the armies attacking the player.

Let's make an example though. Let's say I create a faction called: The Empire. I join it and create my imperial army. My friend creates a faction called: The insurgency. He makes all of his insurgent npcs. Then, we go to war with each other but (what tree puncher's issue is) the insurgents are attacking my friend even though he wants to be on their same side.

Hm,who do you mean by new members?

You will have to manually set their faction.
Also, in global -> factions, you can set factions as enemies, so NPCs will attack eachother.
NPCS can attack eachother but they are not attack other players I tried hit tactic but it didn't worked.
