What's the big difference with 1.8 and 1.8.9, that makes modding separate? I mean, vanilla 1.8 and 1.8.9 are compatible with each other on servers, etc. Why not mods?

It is dependant on the mod. Some are backward/forward compatible, other are not. You can only test it to see.
