Sadly no the changes in code between any of the major updates (1.6-1.7 or 1.7-1.8) are to drastic, they may as well be different games. As for 1.8 they massively changed the code in the 1.8.6 update to fix performance issues so mods made for 1.8-1.8.5 aren't compatible with 1.8.6, a similar change in code for 1.8.9 makes it incompatible with mods for the previous versions. If you're needing an alternative to NEI for 1.8.9 try Just Enough Items (JEI), it lacks the utility features of NEI but is a good stand-in until NEI is updated (hopefully).

I was wondering would this the answer but I had hope that could... hopefully modders update their mods but those big mods will possibly take a long time to update and while this new version of MineCraft is released and this is a problem. Thank you for responding so thoroughly!

The entire file structure was changed and as a result mods had to be completely rewritten (from scratch in some cases) instead of the usual straight forward updating process. Combine this with the graphical and texture limitations 1.8 brought it's not surprising most of the modders decided to completely skip 1.8 and wait till 1.9. Even now that they're working on updates we'll have to wait on the "big" mods. Some of them have features that can't be done properly without massive workarounds or can't be done at all so the modders need to create alternatives. Mojang may have improved vanilla Minecraft's stability and performance but they also screwed over modded Minecraft for the time being. It shouldn't be much longer though Blood Magic, Extra Utilities, Industrial Craft and NEI all have updates either nearing release or in Beta and Buildcraft and Thaumcraft already have full working versions out.
