There's significant debate in the IC2 forums as to whether that part is real or an early April Fool's prank - the thread about it is here. It won't be certain until IC2 for 1.8.9 officially releases, though, and both forums (IC2 forum and MC forum) have rules against asking when that will be.
Anyway, I have an update on this: Aroma has posted a 1.8.9 build of the Uncomplication mod, which claims to bring back an older version of EU, for those who don't like the switch to RF. However, since the 1.8.9 version of IC2 hasn't actually released yet as far as I can tell, it seems like by doing that he's confirming that the RF changeover is an elaborate early April Fool's prank. Not totally conclusive yet, but strongly pointing in that direction at least.
Personally I quit IC2 after trying the "experimental" release, everything felt slightly nerfed and yet was much more difficult and time consuming to make and use. Combining that with the old issues such as not being able to configure inputs and outputs and the incompatibility with other forms of power, not to mention mods like Mekanism which performed the same tasks better than IC2, I saw no reason to stick with it.
