What i would suggest and i don't know if this is correct but it somehow worked for me is to uninstall any mods and install the latest optifine and it should have it build in. then you can put shaders in the shaderpack folder. https://optifine.net/home

Like he said, Optifine basically has Shaders Mod built in. Exact same functionality that Shaders Mod would give you.
That solution will work, but just so you know... it pays to read instructions. Shaders Mod instructions say that it does not work with Forge #1469+. If you're using Shaders Mod with Forge #1469+, you must add -Dfml.skipFirstTextureLoad=false to your JVM arguments.
So: either get rid of Shaders Mod and install Optifine F8 (recommended), downgrade Forge, or add that argument.
