Is anyone else having this issue? It happens even without mods but only on single player or forge servers. It works fine in vanilla... but oddly not with forge installed.
Your running the wrong Forge, as your playing Minecraft 1.7.10 you need to use a version of Forge made for 1.7.10. Forge will not if it's being used on a Minecraft version higher or lower than the one it was built for. On the Forge website scroll over 1.7.10 and then select 1.7.10, not 1.7.2 or 1.7.10_pre4, this will bring up the correct download for your MC which will be version 10.13.4.1490.

The forge version I'm running on 1.7.10 is the version meant for 1.7.10. I do the the liteloader compatible version, if that could somehow be the problem.

Curse PremiumWhat level of Fortune are you using? At level 1, only 1 additional crop will drop. You might not be noticing the extra crop at that level.
