Forge runs smoothly as ever in 1.6.4, along with almost every other beta+ minecraft version aside from 1.7.2, simply due to MCP not updated yet. But to answer the question, it is very unlikley, I've never come across a mod that was not updated from version to version (exception of a few times, i.e. from version 1.2.3 to 1.2.5 with minor fixes)

No, for the exact same reasons they don't work the other way around, mainly because Mojang obfuscates the game (ironically, a way to protect the code so it isn't easy to decompile and modify). This means that, while e.g. the "World" class is obfuscated as "abw" in 1.6.4 it is something entirely different in another version (nor is "World" the name that Mojang uses in the original source code, and MCP has changed the names they give to classes and methods over time, so even if you could use these names they still wouldn't work).
There are also changes to how parts of the game work, such as to rendering (totally different between 1.7.10 and 1.8+, and different again since 1.15), with many smaller but still mod-breaking changes in between, and, of course, new features which did not exist in older versions; try telling 1.6.4 that you want a savanna biome or a sunflower, or 1.12.2 that you want a warm ocean biome, or coral block, fish, and so on (even if you backport these by modding them in other changes to the game engine mean they would still be incompatible since they can't be implemented in the exact same way, for example, block IDs no longer exist in any form in 1.13+, and 1.8+ encapsulated IDs and metadata in a "blockstate" object so they can't be accessed in the same way as before).

Otherwise no mods from old versions don't work in new ones as the game changes and modloaders (Forge, Fabric, Liteloader, etc.) change.
