Make a property/modifier for arrow heads that makes the arrow call some sort of PlaceTorchHere() when it strikes a block.
The torch arrow would disappear, being replaced by the torch.
To create such an arrow could be as simple as binding a piece of coal to an arrow; the player would then be free to choose which type of arrows to convert to one-shot torch arrows. Another possibility would be that making an arrowhead out of coal creates the torch arrow aspect to the arrows.
I would like to suggest that oreberry bushes possibly exist for alloys, but whether or not you agree with that, I would ask that you have them for more valuable and rare metals, if not all of them. Also all the other metals in the Nether would have oreberry bushes for them that spawn in the Nether only, but maybe can grow in the over-world too.
I was also thinking that you could allow oreberry growth but only with a certain valuable sort of special oreberry fertilizer or something that works all or at least 75% of the time.
Then I thought well what else could you do with essence berries or those experience berries. Well, I was thinking that you could make it possible to melt them down and maybe make special ingots and blocks out of them. The new modifier for the tools and armour and even blocks is to produce random bits of experience for you, at least the blocks. And if you think it's cool, the tools could produce extra experience from everything that you use them for. I say extra because some things all ready do that at random, like coal.
Brass should require zinc. I'm contemplating modifying my own install to just change the name of aluminum to zinc and then "aluminum brass" to just "brass". It would be more accurate with the real world.
In addition to dye-able tool parts, I want a modifier that erases chosen cosmetics given by the modifiers should only affect modifiers given before the cosmetic wipe. For example, adding sharpness would make the tool appear to have a light grey tip or blade but after the cosmetic wipe the quartz coating would be gone, adding any modifier after that will not be affected by the cosmetic wipe so there is more freedom. I want this so that I can have tools that resemble tools from shows, movies etc. while also have other thing and not ruining the looks of the tool.
Perhaps he could add some throwing needles (sometimes called needle shuriken), they would be hard to aim but give the option of dipping them in potions for the effect.

Maybe add some tools that aren't for typical 'tool' things. So basically items that aren't weapons or used to mine, I guess kinda like the chisel. But not just for crafting either, maybe a tool used for locating ores/mobs, maybe something for trading with villagers, maybe something for building, etc. Also, add armor thats more like the tools, I know this has been said but hear me out. So obviously you'd do stuff like for the chestplate you might have the to shoulder pads, the front and the back. But the reason I want this is so we can add another ore thats in the nether, so the system would work like this. Cobalt is still the best miner up to this point, Add a new ore (Maybe starting with a B for the sake of Ardite B___ and Cobalt ABC) thats not as strong as manyllen (seriously, who can spell that off the top of their head?) but the strongest up to this point, and give ardite the good armor protection(possibly removing the stonebound). Anyways then, ardite+cobalt (protection+speed) gives you manyllen the best attack, cobalt+ ore who's name starts with b (speed and attack) gives you an alloy with the best protection, and ardite + mystery ore b (protection+attack) gets you an alloy with the best speed. Combining the 3 alloys gets you an alloy that has decent stats maybe, but it's real use is for durability.
Also, where the fudge are my gold/emerald tools dude.
I think it would be great if you could be able to add more modifiers.like putting a dragon egg on a tool adds another modifier.
Also adding a common mob drop you do more damage to that specific mob. Like putting gunpowder on a sword makes it more effective on creepers.
Tools:
Two words. Multi-tool. My idea is that in the forge there is another section. you put a pickax head,a sword blade,an axe head, a chisel head, a pan head, a hammer head and a scythe head on 3 tool bindings and two tool rods
Id love to see the config option to make vanilla tools either unable to be crafted or able to be crafted so that they can be used for other crafting purposes but are practically useless come back. I always liked forcing people on my servers and maps to use mods from the start to make them seem more of a progression instead of just jumping into the mod once they have the resources to make a tool that it stronger then the vanilla ones. With the recent updates there is a lot of temptation to start earlier then before as you can swap out pieces of the tools you make and do not need to make entirely new ones, but I still find people making Vanilla tools for a while until the find that they can make stronger tools with the mod which ruins the progression side of it which i used to be able to force with the config option. Would be nice to see that come back.

I have taken a look into that, however they haven't updated to 1.9.4 and it looks like they do way more then what I'm looking to to do which is simply disable the vanilla tools

You can turn off the whole mod in the config, and just turn on the vanilla removal. But since you apparently need it for 1.9, I cannot help you

I did not know that, so I'll keep an eye open if they update to 1.9. but in interest of not needing to download an entirely different mod just to disable it my recommendation still applies
Suggestion: Torch Arrows
Obey what is right, ignore what is unreasonable.
Suggestion: Quivers
It would hold several stacks of arrows, and appear to the game as if it was one particular stack, which would be the currently active arrows.
Maybe a key binding to cycle through the arrows.

Have it so that when the 4 working interfaces are turned into a half-slab block.
The Part builder, Stencil table, Tool station/forge and Pattern chest.
They are able to be placed directly on top of each other, rather than occupying a full block each.
This would allow for a more compact setup, and make it more usable in various adventure/survival maps.

How about a GUI interface on the tool table that would let you choose between a few different shapes/designs for your weapons and a dying table?
quote[this mod would be even better if nugget casts existed.]
They already have those.
I've got billions of material ideas.
Covaline: This metal is made out of Bronze and Alumite!?!?!? Weird.
Rhodon: This metal? Only found in the Nether. Makes really powerful tools.
Toxil: Hmm. A metal found in the End. Makes good defense, especially Punji sticks.
Psycherus: Found in the End. Makes great arrows. They're homing!
Phlosoine: Once again, found in the End. Can mine over the level of Manylln!
Croanlinite: Alloy-ore metal found in the Overworld. It can only be mined by Phlosine. This can kill a Wither in 20 hits!

A crook. im fully aware that you stated that other mods didnt exist in this section, but i need to say.
Tinkers Construct and ExNihilo should get together for a customizable crook, or like a scyth or something should work for crooks in Ex nihilo.
I have two ideas

Check out IguanaTweaks. It adds that option

A bit of an idea why not allow the weapons from Balkrons weapon mod be tinkered or better still there is a mod called reforged
I was going to make a personal mod that can work like that anyway
Recurve Bows, like a mongol one.
Bamboo as material would be cool too.
Last but not least, Make america great again...
Nah, JK, Pikes, halberds and lances.
Thats all
