"Hey everyone! First thing I am going to say is that I DO NOT know how to code Minecraft! I am sorry for that inconvenient but lets move on. I need a partner for a Mod that is an experienced coder and is (kinda, this is not really important) good at practical ideas. I have a mod for users in Minecraft who like stone! We can surely (definitely) expand this idea and add more to make it a better mod! My idea is having stone tools that have special abilities, enhanced/refined stone, stone stairs, stone slabs (actually look like stone), and exc. (remember any ideas you have will be considered) So if you like the initial idea I could really use you!

No; no coder is going to carry you on his back and let you take credit, even for a small Minecraft mod. You don't give any information on the mod itself, so why should anyone want to help you? What are you going to contribute to the mod? The idea? There's plenty in the Requests/Ideas and a lot in Suggestions as well, so you're going to have to figure something out.
