I have discovered an alternate to going to the Run menu and typing in "%appdata%. There is no doubt that this direction on several mod topics have stumped even the least noobiest of noobs. Someone may have already discovered this and posted it, but I think this will be much easier and deserves some attention.
Instead of coming up to the Run... window, you can simply go to Windows Explorer (the thing you use to browse files.)
1. In the top right corner there is a button saying "Organize."
2. Click it, then "Folder and search options." A window should pop up.
3. Go to the "View" Tab, and under "Advanced Settings," set the option to "Show hidden files, folders, and drives."
4. You now have access to all hidden files on your computer, so don't go around deleting your hard drive or anything...
IF YOU WANT TO GET TO YOUR MINECRAFT FOLDER, GO TO C:>USERS>(username)>AppData>Roaming>.minecraft. You can edit minecraft.jar as well as save files and texture packs here.
NOTE: Still stuck? Email me or something, because obviously I have not clarified it enough.

I just type %appdata% into the top bar of windows explorer, which works out, and is fast. Then it can be found in Recent Places if you go there often. Nice Unicorn, and is your avatar from Kingdom Hearts?

All you do is click on recent places or type in %appdata% in the explorer. Did this need to be in the Mapping and Modding section?

Actually I believe this is faster as you only need to do two clicks ever to access the .minecraft folder(I believe you can also make a shortcut on the taskbar) and it's just more convenient having it in my favourites as I mostly only use those folders.

Expecting people to enable the display of hidden files is asking too much. It is a configuration change to their operating system, and is similar to asking them to turn off UAC.
The best solution is probably to provide a BAT or VBS script in your mod archive for windows users that the user can click on which opens to appropriate folder.. for example:

set shell = createobject("wscript.shell")
shell.run "%appdata%\.minecraft"
-----------------------
Then in your installation instructions, simply have them (double)click this file.
If your mod is simply a 16x texture pack, the script can do all the work and just copy the texture archive to the correct folder (verifying that the folder exists first, of course.)
There is, additionally, no reason to require 7zip or RAR for the user to modify minecraft.jar on windows systems. The script can back up minecraft.jar, and rename the original jar to minecraft.zip, and that can be directly opened with the script... the script can later change the extension back to jar.
Well, you can do either way, guys... >.> I'm just saying that this way you can access it easily every time.

Hidden folders and files are hidden for a reason, though. They shouldn't be touched. And some, who don't use their mind before doing something, will probably mess up..
There are many ways of opening the Programdata folder (%appdata%) without using the Run program. You can make a shortcut on your desktop, you can type %appdata% in the adressbar of the windows explorer, + more.
Showing hidden folders and then opening My Comp. and going through like 8 folders or something is also slower than typing in %appdata% and hitting enter
