Even though I would like to see a map sub section, I would have to vote for option 2. There are some nice mods as well as maps getting lost in the under pages, option 2 should clear some of that up.

A new subforum for [MOD] or [WIP] threads, as long as people can download the mod.
Pros: ONLY released mods would make it much easier for mod downloaders to find mods.

IMO, a section for downloadable mods would be best. Leaving the main mapping and modding (M&M) forum for ideas/WIPs, requests, discussions of modding and custom maps/game modes. I simply think it would be easier and more effective this way. It would be easier for users to browse for new mods and to find mod threads for support while still leaving the main sub-forum with plenty to talk about. I think requests and ideas would get more exposure in this system, as would maps and scenarios.
EDIT: I agree with the other posters, the OSMS has been a huge help for browsing mods, which means the old issue (of finding mods within the sea of everything else) is no longer a problem, and the situation is now reversed, finding everything else in a sea of mods is now a problem.

Creeperdareeper can't be on 24/7 and doesnt always get every mod even tho he does a great job. But yes, this will reduce clutter in general too.
While the option one con is fair enough, it's worth mentioning that many people care about WIP, MOD, and general mod discussion, while generally few people care about REQ (because there aren't enough modders to do every little suggestion of gunz and c4 [I know they're both already done. They're still some of the most requested!]). There is a 'community' of modding in which mods, wip, and discussion fit while REQ does not (hence the suggestion/wishlist forum).
In my humble opinion, REQ threads are generally for people who haven't developed their idea enough to be put in suggestions or haven't read the rules/forum and seen the suggestion/wishlist forum. I say make a 'subform' link that simply links to one of these two.

if there ends up being a page for [Req] then there should be a thumbs up thumbs down system and mabey a spot light type feature for mods that have the greatest number of thumbs ups.
There is actually a handful of us that have decided that the modding community actually needs to branch out and create a new forum. A subforum simply is in no way ever going to be enough, and the forums here are highly restrictive for the purpose. Some discussion is going on here, but a lot is talked about via pm or IRC. Soon we will have our plans laid out in the thread's OP, and we hope to have a testing site up and running within a week (two at most).
I also guarantee that this won't be "just another mod site," because we already have a large number of prominent modders who will migrate over once it's up and running.
Therefore, I would like to ask that future discussion be directed to that thread, especially for those who are willing to help out.
