Option 2. But allowing WIP threads too - If and only if there is already something tangible to download. WIP without something to download is very-very similar to REQ - while it signifies that there is someone doing it (so, WIP tag itself is good) - for everyone else it is just a wet dream without a download link and equal to REQ.
Option 2 is for any mod with any tangible download.
How about kind of a mix of options 1 and 2?
Basically, switch which gets the subforum in option 2. Mods with at least something downloadable, even if wip, in the main section, and a subforum for requests, wips without downloadable stuff, etc.? Would that work?
Edit: Let make that clearer, sorry if you misinterpreted it:
Option 2, but make "downloadable mods" the main section and "requests / non-downloadable" the subsection.
But basically, yeah, splitting it up into "downloadable" and "non-downloadable / requests" is the better idea. I'm just bringing up a question of whether "downloadable" should be the main section or subsection.

While I agree that they should sub-divide the modding forums into threads of mods that work (downloadable) vs threads of requests, I think a long-term solution would be to create a web-site dedicated to mods. A person creates a mod, submits it to the website under which version of MC it will work, and the link gets added to the site. Next to the d/l link would be a link for a bug complaint that can redirect back here so it can be discussed. If an updated version of MC comes out, the author of the mod will have to submit an updated link of their mod to the administrators of the web-site, letting them know that their mod is compatible with the current version of MC. There would be no [REQ] info at all on the website, all that stuff would still be on the forums.
tl;dr, make a web-site out of the "One stop mod shop" separate from the forums.

While the idea of a separate websites does have its benefits, having mods on the official forums not only makes it easier for people to find them, it also reduces the anti-mod hostility that goes on in some games.

Actually, someone has been working on something like that, he PM me once in a while for suggestions, and feedback on it. I think he posted somewhere in the Mapping & Modding section about it, (made a thread for it). In fact his last PM was a few minutes ago. Obviously though its not ready.
I believe it was Shockah.
But for the time being, Option 2 would make this forum a better place.

Use selectable tags for the topic creator using dropdown menus before the title.
Have [MOD], [WIP], [REQ], [MAP], [TUT], and [HELP] color coded.
Then implement a post filter so that only the type of posts you want show.
Require a tag to be selected before posting the topic.
