The mod /does/ say it only works on 1.2X in the installer. It is a shame that the forum does not correctly list this as well.

I am locking this thread because it's turned into a spamfest of people asking if it works with 1.3 . BetterLight was incorporated into Minecraft. MrMessiah hasn't posted in over a month, so I think it's safe to say he's abandoned this for now. When and if he comes back, he can PM me or another moderator to unlock this thread or simply start a new one.
