MSPaint won't work for reskinning (of course), and I can't get Pain.NET to install.
So... does anybody know any other Paint programs that are easy to use with reskinning MC?

My personal favorite is Jasc Paint Shop Pro 9. I use it for everything from making backgrounds, to game textures and skins, to pixel art. Unfortunately, they don't sell it any more... And avoid any version higher than 9, because that's when Corel bought out Jasc and started making PSP suck.
Photoshop is, of course, the industry standard. Extremely powerful and able to do just about anything. I'm not fond of its interface (and HSV color mode!), though. It's also extremely expensive.
Then there's Gimp, as Xzalander suggested, which is essentially the open-source knockoff of Photoshop. I don't like this one at all - the interface is bloody terrible, and it seems that you can't really use it unless you know the Python scripting language.
EDIT) If you don't have admin privileges, try installing things to a place other than the Program Files folder. Some place you have write permissions to.

Sorry to go off topic but I just had to comment, Taehl photoshop is only on the HSV color picker by default, you can change it to any supported color model including RGB, CMYK, etc... All you have to do is click the little arrow at the top right of the dialoge.

I saw that, but I didn't see an option for HSL color. Have they added it in later versions?

They call it HSB but it is the same thing, I guess they call it brightness instead of lightness. I'm using CS4 so I dunno about older versions, however I'm pretty sure CS2 had it and I'm assuming CS3 had it.
That's an already-installed Paint.NET, so you won't have any issues with UAC and whatnot. Just unzip it and run PaintDotNet.exe, located in the root directory.

Grrr... won't install either. I hate not having administrator privileges on my own computer. Some things install, but others don't. >(

I never can get to the point where you can choose where to install it. And most things automaticaly install to the program files. *sighs*

GIMP is hands-down the best free image editor available. Paint.NET is second.
GIMP is too large a file to pleasantly upload, but I'm uploading a zipped Paint.NET for you now. No installation will be necessary.
