I don't have Vista, but open Task Manager, find the following processes and end them:
java.exe (may be multiple of these)
jqs.exe
jusched.exe
They are all related to the JVM (Java Virtual Machine) and may be interfering.

Is there any way to change the color of water? I know there's a "water.png" file, but that only changes the color of the water outside of the map's boundaries.

i think its winrar
cause when i move it to my temp directory and try to add something it still fails with the same error

if you type run into the search bar in the start menu then hi enter it comes up
