Just a suggestion for anyone who can model better than me(everyone) I noticed arms are sorta well blank and though "hey, scythes could make great arms" and not like reaper because that would be.... interesting... Changing a player's hitbox would change this from a pure aesthetics mod, to a mod I would block on my server...

When I change my model to a NPC model, then back to a player. All other players still see me as the npc model instead of the player model. I've tried reloading my model, different scalings, etc...
Any ideas on what i'm doing wrong? Or is this a bug?

I ment one of the presets. You want to force people to be certain models? What models are you talking about?

My visions is to use one of the guilds type plugins like this one: http://dev.bukkit.org/bukkit-plugins/avo-guilds/
Then when players choose a guild they will not only get certain abilities/disabilities they will also be forced into on a particular model (like dwarf, or ogre, etc). Permissions would be the easiest:
mpm2.dwarf.allow
mpm2.dwarf.disallow
mpm2.ogre.allow
mpm2.ogre.disallow
...yadda..yadda...
They could change the skin and perhaps some of the other sub-qualities like size of body parts, but they couldn't change the model. I feel this would be great for role playing on servers.
If this is too much work or too complicated, no worries. I know you have lots on your plate.
I'm not sure if there's others out there that would find this valuable. Anyone?
The problem with this though, is that unless every player uses the mod, it wouldn't do any good for everyone... Personally I think this is a waste of time, but that is just me..
Yes, you are right everyone who connects to the server would have to have the mod. I sounds like you primarily play mods single player. I tend to play more multiplayer with mods and bukkit plugins. That's my bias perhaps.

Honestly, just put together a jar with all the client mods you allow for your server, pack it and let your players download it. All they have to do then is just make a new profile and use that to play on your server. Easy fix for everyone needing the mod, and you can throw in some other stuff too.
As for permissions, just write out rules. Make height specifications per race and write the rules down. All your staff should be on the look out for players not following the rules regarding models. I own a RP server and this is what I plan to do when this plugin is ready to go. If you have players who cannot follow simple rules regarding models then they shouldn't be on your server to begin with. Generally people will listen, there is always the little few that don't.

It is not that I play mods with single player, I don't play single player at all. But I am not the kind of person who runs my server forcing people to have mods to play on it.
And unless Noppes were going to go into the MOD of it and make it a MOD for the server, doing what you're asking is kind of redundant because it is not a required Mod whether it be on a Mod server or a Plugin server as far as I can tell. Since it does not change the way the game works in any way, even a Forge server whom had the Mod version installed, still wouldn't force the players to do so as well. No IDs that need to be added to their game/client files, etc;

since the 9/30/13 update, if you switch to an animal or mob, you're eternally stuck as that on multiplayer
(It had a few plugins, dunno if that'd do anythin)

Welp, it seems unless the server crashes or restarts, i'meternally a pig.
I actually uninstalled it from the server and reinstalled. Dosn't seem to change the fact I am a mob to players. I havn't tested having all players who have seen me as a mob reinstal the mod to their client to try and see if that fixes the issue. He is working on a fix, as this is in alpha and he is likely busy, let's just wait until it gets fixed
A quick update, I got me and the people I was testing the mod with to delete the files in .minecraft/moreplayermodels/playerdata and I am no longer forever a mob
If I had to guess that is either because of MCCapes or FpsPlus+
