Here's a link to a basic biome in 1.8.9, but it should work in 1.10, too (you just have to replace BiomeGenBase with Biome.
If you want your biome to appear in the Overworld register it using this line of code:
GameRegistry.addBiome(biome);
I haven't made biomes in a 1.9+ , do BiomeDicitonary and BiomeManager still exist? If so, registering with those helps to spawn the biome in the overworld.

I just looked at the 1.10 code. Biomes now use Biome#BiomeProperties to define everything in their constructor.
Just some general advice: the newer the version, the less likely there will be tutorials for it. Sometimes that doesn't matter much because not much changed in the specific area you're coding, sometimes a lot changed, and as a newbie it'll be hard to figure out. Alas part of being a newbie is that you don't know when is when. :/ You can ask here, but that can get frustrating. I'd go with a more established version first.
I'd find myself a working mod whose developer is kind enough to share their code through one of the large source code repositories (like GitHub), for as new a version as I can find, set up my development environment with that version, read through their code to see how they do it, and implement it step by step in my own mod. You can always upgrade to the next version after you actually understand how things work on the vanilla side. For biomes, you're in luck: there is Biomes O' Plenty, which also has the benefit of pretty clean code. It's in version 1.9.4: https://github.com/Glitchfiend/BiomesOPlenty. It is, however, complex code, because they don't just create one biome, but dozens, and they do other things as well (but then you might also want to do those other things).
If you've never modded before, and especially if you don't know Java, this is not the place to start. Begin instead with somebody's easy tutorial series, which will teach you how to set up the development environment, how to create a simple item and a block, and work up from there. There are good series for 1.8 and 1.9; there is nothing yet for 1.10.

For 1.10? Not likely.
Look at other Biome implementations to see what they do. Also look at the Biomes class to see how they are initialized.
