Hey guys, does anyone know of a good tutorial on modding in java for minecraft 1.8.9 or 1.9? I'm gonna try to learn java. Or if someone would be willing to teach me that would be even better!

for bedrockminer's tutorial, is he/she using eclipse or something else? and what version is this tutorial using?
If you read the set up tutorials, you'll see that they're using Eclipse. They didn't specify which version they were using, but it was probably the most recent one at the time the tutorials were written.
That said, it's not really relevant which IDE you use beyond the initial workspace set up. I recommend following Forge's official guide to set up your workspace.

On 64-bit Windows, 32-bit programs go in C:\Program Files (x86) and 64-bit programs go in C:\Program Files.

I recommend Jabelar's tutorials (he also links to other good tutorials) or those Bedrockminer made.
If you like videos use these (1.8) or these (1.9) from MrCrayfish.
If you're looking for special tutorials on uncommon things, look at coolAlias's tutorials (1.7.10).

is 64bit basically program files x86?
x86 is 32-bit. x86_64 is 64-bit.

from java's site, then i need a 32bit eclipse?
