I'm having the same issue, and following the steps in that tutorial isn't helping. Changing the Java -Xmx tag to 2g or 3072m hasn't helped either. Running setupDecompWorkspace with the --refresh-dependencies option changes the error from "GC overhead limit exceeded" to "Java heap space". Not sure what else to do!

I know that java args are for this but I have no freaking clue what to do.
