I want to start learning modding, but i dont know which version to choose. 1.8 seems to be more stable, but 1.7 has less things that i would want to change/remove. or maybe i should try to mod the win 10 version, or wait for 1.9 to come out?
Oh and how hard is it to make the mods compatible for different versions? Do i have to start it from scratch, or just change a few things?
1.7.10 is the most popular version right now, but there are allot of mods for it. 1.8 is taking off now (since the release of Thaumcraft 5), but the programming is very different from 1.7.10. 1.9 promises to be the most stable, but you'll have to wait until it and a Forge version is officially released. Mods for 1.8 might be more compatible with 1.9 than with 1.7.10.
I'd start with 1.7.10 to get your feet wet. But you'll eventually have to move onto 1.8/1.9. Good luck.

Definitely, by far 1.7.10... Way more people devolving on that version!
