As I have stated above, I need help developing a mod for Minecraft 1.6.4, preferably with Forge. I am fairly proficient with many coding languages, and learning a new one is not a problem. I just need to know some things to get me started. If you need to know for the sake of helping me what exactly I want to do, there is a spoiler that will include the idea. I have tried several times to make mods, all futile attempts. Any help is greatly appreciated.
I would love to make a balanced lapis tools mod, but not the conventional way. I have always thought lapis in Minecraft was a more magical item, and the 1.8 update to enchanting made me think that even more. I would love to make a lapis cell or something of the sort that uses levels or lapis instead of durability, I have not decided which yet. It would great to just shift+scroll or right click to switch between different modes of the tool. I also think instead of just being able to put lapis and the cell together, one who wished to craft this would need to use some sort of station or multi-block structure(preferred) to charge the cell. Being able to create a redstone dust shaped powder or chalk to put on the ground to create spells or upgraded cells would be nice, but is not as necessary. I just want to be able to make the basics at least.
1.6.4 is one of my favorite versions and half the time 1.7.X mods will not work well. Some of the models or new particles are completely white or Minecraft will just not run it. Plus, there i not a huge difference between 1.7.10 and 1.6.4, but I know there are a few.

TheBoeing767fan is right, some of the 1.7 videos actually work for 1.6 as well, and if they don't you can use google to find the fix to any errors...
you can also just search for a 1.6.4 tutorial tree and pick off of that until you get the hang on minecraft modding!
