I'd avoid making an actual custom launcher, rather use something pre-existing one like mcupdater (you can repackage it to automatically list your own packs)
Basically you host an XML on your website (or other system with direct http access.. github can even work) and that then points to the pack files.
If the first time you run the "recommended" jar with the option "--defaultpack" pointing to your pack url your packs will be listed by default, and not the mcupdater sample. And anyone who has it installed another way can always simply add your pack url to their existing client.
