Yeah i wish mevans made something like this but im impatient so i made my own mod

Do they spawn once in middle earth? This would be a cool lord of the rings mod addon. You could probably make everybody spawn somewhere only once like gollum in each specific biome which may or may not include a special structure.

No they do not, They spawn in the overworld only.
