Wow, so this is the mod doing that? I installed a bunch of mods all at once and had no idea which one was causing this. I just came here to read the forums and see if I could figure out how to add custom drops for any other mobs not already included in the config file.

Needs an option in the config file to choose what creepers drop - TNT or gunpowder. A lot of other mods have recipes that use gunpowder, so I'd really like to disable the TNT drop as I can just craft it myself if I need it.
Any chance you could add mob drop support for users with Reliquary mod, it adds mob drops like zombie heart, bat wing, bone & wither rib and more but the drop rates are ridiculously low.

Updated build just added to Curse files for updated Forge 14.21.1.2387.
Note: I think there may be some math issues with what drops for certain things (Creeper leaves/wool for example) but in general looks like important things working (cows/sheep). Please report any major/minor issues if found/confirmed though.
I'm here to report that some of the new mobs from last updates don't drop more at all.
For example Stray's drop normal amounts of bones and arrows and hardly ever any slowness tipped arrows.
I also would recommend adding into the mod drops for Zombie Horses and Skeletal Horses. They spawn rarely enough to allow us to get some nice drops.
Just stumbled over this mod and all I can say is FINALLY! I play in peaceful 99% of the time and only kill my critters when absolutely necessary. I also grew up in farming communities, so yes, three streaks for killing a whole cow? Riiiiiiiight. Where I live, even the intestines feed dogs. All parts get used either as food or crafting supplies. My only other logical addition to the drops would be bones. One for small critters like rabbits and chickens, up to 10 for cows and horses. And maybe the option of using bone handled tools. You'd be surprised how cool carved or scrimshawed handles can be.
any chance there might be a 1.8.9 version available at some point?
I would like a config option to switch to game theory's version of the creeper : drops leaves and a lot of sulfur. Wools doesn't make any sense imo

For some reason every time something dies, I get a Randomnum = (X) in chat. In 1.7.10

FYI version for 1.12 has been uploaded (but not tested very much). Note a couple updates were thrown in (only for 1.12 version for now):

Hello, just downloaded the 1.12.2 version and i've ran into a bug where all animals drop raw beef in addition to their other drops.
Good catch - I tried to fix quickly this AM and uploaded updated JAR but can't test till later .. knock on wood!
