There is a config option to change the amount of glowing stone required to get to max light level, its default it ~6% you can lower it if you want to build smaller light sources.

If your experiencing any form of lag can you provide the structure that's causing it and explain how to reproduce?
Also if you can try testing with the newest beta, I have some new performance improvements when dealing with loading chunks.
I take performance very seriously and want to make sure that building with the mod won't cause issues short of having your graphics card be too weak.
Having 9000 items on the ground will cause problems for any server regardless of if the mod is installed, and there is not much I can do about it besides recommend that players use bit bags.
I've added the other ideas to my list, however I'm working on making bags bigger, so I'm not sure if these suggestions will make a large difference.
The stain glass I posted is made chiseled block by chiseled block and is 6X9 normal blocks. There is one of these of each side of the tower. I expect it to lag a bit when near it.

I see your still on MC 1.8, there might be some improvements already that you can't take advantage of since I've moved to 1.8.8/1.8.9.
I guess you are waiting on some other mods that have not made the move yet? Hmm.. If you were still having the issue on the latest builds ( on 1.8.8/9 ) I would really like to get a hold of the world for testing, but with you being on the older version its hard to say if the issue still exists.
I can certainly look at the world, you have a lot of really complex blocks, so it would probably be helpful to analyze either way, having more data can only be helpful. So feel free to send it my way, It might provide some clues for improvement even if some of the issues were already alleviated.

Here's an idea: the Pattern Punch. When you put a pattern in, it converts it to some discrete string that represents the positioning of bits and whatnot, then saves that pattern to the player's personal library. Each entry in the list has a little icon rendering what the pattern creates, and with the touch of a button, it can be translated onto a blank pattern card (blue or red tinted for respective types). That way, you can transfer it from world-to-world as long as you have a Punch, and others can save to their libraries if you pass the pattern to them. Possibly a renaming system, as well.
EDIT: Unlabelled patterns would go 'pattern 1', 'pattern 2', otherwise it'd be sorted alphabetically.
EDIT2: For 'superusers', ideally there would be a way to access + copy the 'string' and then paste it to be interpreted, so people could share their designs in spoiler tags.
I've still not ironed out the details, but the current idea is some kind of block/gui where you can put patterns in, and get patterns out, basically a means to import/export into the chisel design pattern items, with the outside world, possibly even storing multiple patterns per "string" and potentially having support for things like "paste-bin" where a user can post all their fancy creations to one "library" and people can tap into it to reproduce their designs onto patterns in game, with the potential to write to negative, or positive items.
Its probably one of the next things I'll be working on but i've been a bit swamped time wise so it might take some doing before its ready.
I have a lot of trouble placing chiselled blocks. For some reason they want to be placed inside a block below it, not on top of the block. I used the chisel to make a simple vertical slab (8x16x16 bits) and I created a positive chisel design. That was all very intuitive and easy to do, but for the life of me, I can't place the slab where I want it - I always unintentionally place it inside other blocks (either below the desired spot or behind it), partially destroying these blocks and making a mess...
And please don't perceive my whining the wrong way - I really think this is one of the greatest mods ever created! It could very well be that I'm an idiot, but I really can't figure it out.

At the moment positive chisel designs are only used to chisel existing blocks, ( you can't place new blocks with them )
I have plans to add that as a another option however, in the mean time what you probably want to do use use the positive design with a big bag( with the right bits) in a crafting table and pull out chiseled blocks that you can place in world.
Is there anyway to enable debugging or to get more information into the console? I have something conflicting but only on SMP, right now, nothing shows up in the server console any different than it would otherwise, but nothings crashing so I'm not getting any logs.
Basically I take a valid block, chisel a piece out of it, sometimes it doesn't appear to do anything, othertimes the block turns invisible yet is physically there, kind of like 1.7 world holes used to make you bounce when nothing was underneath you. I'm not quite sure how to diagnose this with no console feedback and the same sets of mods working in singleplayer.

I can still send you a back-up of the world. Once it's in your saves it would update automatically and you could test it there. Up to you though.

Did you try running it without optifine?
The issue with raytracing was not related to rendering, but interaction.
I was unable to reproduce your issue, http://imgur.com/a/yCM8K one screenshot with only forge + C&B, the other with optifine.
I tired OptiFine_1.8.9_HD_U_H1, and OptiFine_1.8.9_HD_U_H2 with C&B 1.8.2 with forge 1.8.9-11.15.0.1708
