For other people wondering where Levels is, it will come soon - I just need to figure out exactly how I want Levels 3 to be (I'm mainly trying to integrate it nicely with my new project as well with other mods that change similar features).
For those of you who are interested in the other project I am developing, I've publicly released the alpha of the mod. It's called Loot Slash Conquer, and you find the thread here.
As far as Levels goes, I'll look to update it as soon as possible.
Since you might add support for Tinkers', will it be possible that you are eventually able to add support for mods like Silent Gear, Mega Loot, or Random Loot Mod? They're all pretty cool in tangent with this, and most of them worked seamlessly with the older unofficial 1.12.2 version I used that got deleted off of Curse-forge a while back (it was quite funny to have a randomly-generated 28 damage sword with Levitate, Poisoning, Withering, and leveled with Chained, and Void; while having an Archaic rarity all at once).
(Silent Gear was the only exception though, the extra damage values didn't matter at all possibly due to a custom script randomizing damage values specifically for Silent Gear weapons, and hovering over custom-made Bows crashes the game for some reason; but that's with an unofficial version of Weapon Levels 2 for 1.12.2 so it may end up being redundant for Weapon Levels 3.)
I'd also like to ask if you have plans on adding levels to Shields any time in the far future? It would be super interesting to have abilities like 'Prism Deflect' that randomizes each arrow you deflect into a completely different type of arrow back at your opponent (Slowing arrow, Poison arrow, Explosive arrow, etc...), or 'Shield Parry', an ability that turns weapons against their users; and has a small chance to make them take damage from their own weapon (scaling with their weapon too) if successfully blocked.
