There is two reasons:
1. API's/Mod loaders, forge in this case, are not ever stable enough for bug free and crash free mods in the first stages after release &
2. I believe it is good practise for any developer to leave a project in an as-stable-as-possible state for one version of the game before moving onto the next version. Most if not all updates for 1.7.10 were fixes and not content.
And this kind of thing, mods being developed for "old" versions of Minecraft has been happening since the first days of Minecraft modding. You have just not been around long enough (judging solely by your join date) to have noticed. Besides good mods are not discarded just improved.
Many, many modpacks are developed for the latest "completed" major update for Minecraft. These include Feed the Beast packs, and many other popular packs such as Resonant Rise and Agrarian Skies. Thus, the current iterations of those modpacks are running on 1.7.10. Agrarian Skies makes use of TrophySlots, and has potential for making this a very popular mod, assuming you fix it. See, it has some very annoying bugs.
Firstly, when transferring items from an inventory to the player's inventory by shift-clicking doesn't first check for available slots. This causes items to be transferred and then dropped on the ground, if Minecraft attempts to place an item on a blocked slots, even if there is plenty of empty space in the inventory. What's worse is that sometimes (at least when shift-clicking items from Thermal Expansion machines) the game leaves a phantom of an item in the inventory after it has been dropped, making me think that I actually have the item. All of this causes a lot of needless looking for dropped items, making bugs the biggest bother of this mod.
Personally, I am a fan of Agrarian Skies, which is currently in an alpha testing phase. Trophy Slots has been causing the problems described above for quite a while, and I have several times asked the dev to remove it from the modpack, because the bugs rather than its intended functionality is the source of frustration. She has declined, because at least in theory there is a chance that the mod will be fixed. So I approach you, the developer of the mod, directly. So I ask you... Do you have a final word on 1.7.10?
Um, you could just report bugs to me instead of to Jaded. As it stands Jaded has been the only one reporting bugs directly to me (from bugs being reported to her), so I end up not knowing about a bug for while. That Thermal Expansion phantom item for example, I didn't even know about that one. I've have been and will continue to fix bugs, but I need people to report them to me ASAP so I can fix them ASAP, and I won't know about all the bugs because I'm not bug testing 24/7.
Righto. I had been reporting bugs to Jaded, because that's what seems to be happening in the Agrarian Skies forum and she hasn't instructed otherwise. Moreover, she seemed to be gathering bugs and then delegating them to their respective devs.
Anyways, the biggest problem is the stuff dropping. Trying to fix the phantom objects feels pointless, because they look like a symptom of another bug; namely items getting first placed in the inventory, then dropped, but for some reason their icon remains in the inventory. And that's really strange too. Normally, items are getting placed on a blocked slot before dropping. Shift-clicking items from a Thermal Expansion machine (might be other mods too, but I've only really used TE machines) places them in an _unblocked_ slot, and still they get dropped.

Locked slot buttons just use button id 0 now. They're disabled anyway, shouldn't really care if they share an id with another button if you can't even use them.
When the player picks up an item and it ends up in a locked slot, it will now see if there's an empty slot that it can go into first before dropping it, hopefully stopping people from dropping items off skyblocks when shift-clicking items to one's inventory.
1) After player death, his inventory blocked again.
2) After opening inventory on server, player loosing connection.
Both server and client has mod installed.
Version is 1.7.10 forge.

An unrelated bug: When I'm at a chest, clicking on a blocked slot retrieves the top left item in that chest.
