I should begin by mentioning this: this mod was originally created by Moze_Intel and he deserves 99.9% of the credit for it. Since he has discontinued the mod, this is my version of it. I have taken over the mod.
So, basically, this mod adds a single block: a torch. This torch has a very special ability: it can increase the speed (tick rate) of nearby blocks.
Right click it to change the AOE (mode) and shift-right click to change the speed. Redstone can also disable it.
NOTE: While an individual Torcherino shouldn't cause much/any lag, each one adds tick time. It is not the Torcherino that adds the lag however, it is the machines being sped up by the Torcherino. Just remember that if you use too many Torcherinos to speed up too many blocks, it will increase your tick time and can decrease your tick rate.

IMC API: If you want to blacklist certain tiles or blocks from being affected by Torcherino, there is an IMC API for that! There are two IMC commands that can be sent: blacklist-block and blacklist-tile. If you want to blacklist a block, you use the blacklist-block command and the string you send is the mod id, a colon, and the block name. An example of this: Torcherino:torcherino. If you want to blacklist a tile entity, you send the FULLY QUALIFIED CLASS NAME of the TileEntity. An example of this: com.sci.torcherino.tile.TileTorcherino. If you have questions, ask them on my github issues page!
"Extremely OverPowered' isn't the term I think of when I see this idea. It sounds like a neat idea, although you need to add ideas on how it could be used and/or videos and screenshots, or else not many people will be likely to download this mod. And what's your stance on modpack permission?

This seems an excellent counter to certain mods that go out of their way to prevent automation or acceleration (magic crops, I'm looking at you in the latter case).
Excellent work, sci4me, I've already installed this. What's the radius on the accelerated ticks, and by how much?
Great mod! Only I would suggest a more expensive recipe. Maybe nether stars in the 4 corners and something else to make it more expensive? Because as awesome it is, it is very op.

Well yes the 'Time Torch' originated with the last release of DartCraft for 1.6.4, a Force Torch infused with a Clock. I believe MozeIntel originally created Torcherino for Heph on Twitch for his Colossus pack.

The radii are 3x3x3, 5x3x5, 7x3x7, 9x3x9, and the speeds are 100% increase, 200% increase, 300% increase, and 400% increase.
All good, it didn't really impact gameplay or prevent the server from loading. I figured it was a small deal.

Should have mentioned this, but these mods are in fairly early versions... Torcherino not quite as much, but still.
So, sorry for any issues... Will fix them ASAP when I know about them.

The torch is now in my only-for-me modpack. Downloaded because it looks like the Time torch of DartCraft. Will be deleted when DartCraft will be updated to 1.7.10.

Don't forget to read the crashlog before reporting the crash. It might tell you why it's crashing.
