The Plans are tied to the spawning of Treasure Chests (since this is the Treasure! mod :)). For example, when a Pirate or Dread Pirate Chest is spawned, there is a % chance that an underground chamber is spawned that houses the chest. The chamber that is chosen is random. You can add your chamber plans to the chamber directory so that it may be randomly selected. Same goes with sunken ships and wishing wells. The rarity, or probability of spawning can be set in the configuration file.
Is this mod spawning a pile of bones and the text RIP "Player" name at the place of a players death? If so, can you make this a config option as it interferes with the gravestone mod.
Im having trouble, Whenever I find the Dread Pirates chest, I unlock it with the skeleton key, but find absolutly 0 Items whatsoever. Help? What version are you using?
What I've found is that when this happens, it's usually that the mod wasn't installed properly. For version 1.1 you need to have the books.json file in your /mods folder. For version 1.2, the the entire .zip file needs to be unzipped into your /mods folder so that your folders should look like this:
[path to minecraft]/mods/Treasure-1.7.2.jar
[path to minecraft]/mods/sgs_treasure/books.json (there's other stuff in sgs_treasure as well)

I am holding a contest from Nov. 20th to Nov. 30th for structures to add to SGS Treasure 2.0. The top 3 structures in each category (Ship, Dungeon, House) will be added to the next release of the SGS Treasure! mod. I will include credit to the creators in the Plans meta data and in a credits file in the mod.
Submissions should be in Schematics of Plans format.

For Treasure! - it should be with all the other minecraft configs in the %APPDATA%/.minecraft/config folder. (sgs_treasure.cfg)
I'm assuming you're talking about SchToPlans? I just checked the .zip and you're right, the config file is missing. My bad. It should be under a config folder where you unzipped the file:
../config/config.json
and an example config.json would look like this: (i'm using a redstone block as top connector marker, a regular chest as a treasure chest marker, and a gold block as a spawner marker).
The minChunksPerChest is the minimum number of chunks between generation of any two chests. The chunksPerXXXChest is the number of chunks between generation of any two chests of the same kind. Lowering this value will make that kind of chest generated more often (and closer together). xxxCchestGenProbability is the % probability (0 to 100) of a chest actually generating when it is allowed to generate. Increasing this value will make that kind of chest generate more often.
Edit the %APPDATA%/.minecraft/config/sgs_treasure.cfg file with a text editor. Change the line from

...
... S:loggerLevel=trace
...
This will produce gobs of logging files. When you find a dread pirate chest that doesn't have items, send the latest 3 files to me. That'll help me debug what the issue is.
Gravestones are spawned along with treasure chests - they're just top-side markers (you can't decrease just gravestones). So if there's too many chests, you increase the numbers in the lines:

which increases the number of chunks (16x16 blocks) between chest spawns.
You can also decrease these values:

I:lockedWoodenChestGenProbability=15
I:pirateChestGenProbability=8
I:simpleWellGenProbability=25
I:woodenChestGenProbability=20
...
which will reduce the probabilty that a chest will be spawned when the chunk counter (from above) has been hit.
So a combination of both can really reduce the spawn rate.

In the reply above I explained how to decrease the frequency of the chests spawning. Just do the opposite. ie. decrease the values of the I:chunksPer[Name]Chest and increase the values of the I:[Name]ChestGenProbability
