Did you name each one of them so they are different? Name each group of transmitter/receiver the same. For instance, name both the transmitter and receiver at your base "Base".

The dialing device only shows transmitters that are near it (but it shows all receivers everywhere)

(thats a lot of dimension entries on our dialers) so according to the documentation that I read, the command /rftdim safedel & /rftdim cleanup was implemented in a newer version than 2.0 so I was wondering is there a way to remove those dialer entries and reclaim the dimension IDs?

My advice would just be to update forge and all the mods that need updating. *Most* mods have handled the update by now, and you shouldn't lose any progress just from updating.
That said, if you're feeling risky, you should be able to manually edit the world file (MAKE A BACKUP FIRST). Go into the world folder and poke around for a bit; delete any folders whose names are a dimension ID you want gone. After that, they should all be gone from the receiver.
Alternatively, you could go into those dimensions and just remove the receivers. That'll remove the entry from the dialer, but not from the world folder itself (which is the same as the "edit world folder" method, just with less danger). Keep in mind that you will need to get BACK from the dimension, and those transmitters are not cheap.
I still recommend just updating. TONS of cool stuff has been added, and you're missing out on RFTools and every other mod you've used so far.
I am playing on a server. We are not able to create private worlds. I think that is a number one priority. Maybe put that into the mod ASAP?
Just make sure you use enough digit dimlets to prevent others from guessing your dimlets and set the receiver to private and you should be fine

That's unfortunatelly not possible as I simply request the next available ID from Minecraft. It is not RFTools that decides on the number. But what is AoA and why would there be a conflict?

Is there a way to craft my own "No Rain" dimlet? I don't see anything that absorbs weather and countless stacks of unknowns (and plenty of scrambling) have not got me this one dimlet so I'm hoping I can make it myself.

Would you really rather have bees that make diamonds and oil with magical genetic blocks?

I think that'd be a little more complicated and messy than you realize. Personal dimension IDs and whatnot or something.
I think it IS possible. All you have to do is set the receiver in the dimension to be private.
