Unless I find a way to detect when and where strongholds spawn (as in where each room it placed), yes, otherwise I will try to get them to spawn inside strongholds.
Maybe for a while you should make them spawn in end portal frames,stone brick monster egg,mossy stone brick monster egg,cracked stone brick monster egg and chiseled stone brick monster egg that are unique blocks from the stronghold and the jungle temple.
We have tried with various mods at first, but after realizing the pokemon weren't spawning, we stopped for awhile. Came back today, got the latest updates and tried again with only journeymap and still no spawns/starter items.
Normal mobs were spawning so it wasn't on peaceful (nearly died to a creeper shortly after spawning in) but it did show the models for the starters in the selection screen. We checked the config and they aren't disabled.

Did you try making a new (empty) folder, and re-downloading things and setting up the server there? I did that for the test, I downloaded the 1855 forge installer, as well as the mods you listed, and everything worked fine, when I joined the local server, I got a starter, and a couple tauros and spearow spawned nearby.

right click the ground with it, it will place it, then either stand near it till it hatches, or place one of your pokemobs near it till it hatches, if you or your pokemob is nearby when it hatches, it will belong to you, otherwise it will be wild.

i have a idea for a item, the trainer card, like in the pokemons games it would show how many pokemons you caught and if you are on a server it would show your badges.And it would show how many unique captures and how many pokemons you killed showing this by type of pokemon(example:you killed 89 grass type pokemons)also it would show how many pokemons you caught showing them by type too and if possible it would show the face of the currently skin that you are using.

I just tested a local server, with those same versions (Java 8, Windows 10), and everything works fine.
