currently there should be no more than 1 meteor spawn within a few thousand blocks of another one, so one way to stop them would be to let one fall, then build nearby. In the recent release (core 2.1.8), if you right click with a lucky egg in creative mode, it should say whether a meteor can land near you.
If you place down an Ability Field Amplifier, then in creative mode press the button with an X in it (it is the button that only shows up in creative mode, when it shows an O the blocks does not need any power input, when it shows an X, it needs RF to run), then set the radius to 128, then place a pokemob with the ability damp in it (some poliwags have damp), that will prevent all explosions within 128 blocks.
Ideally one meteor should land nearby soon after the world generates, then the area is safe.
You could also use an NBT Editing program (like NBTExplorer) to manually add a meteor location to pokecube.dat in world/data, just looks in the pokecube.dat for a world that a meteor has landed in for an example of what you need to add.
Edit: for the next version, I will add a command /pokecube meteor <power> which allows you to spawn in a meteor (must be op and creative mode), if you do /pokecube meteor 0 it will do no damage, but still count for a meteor, this will prevent them spawning in the specific radius nearby.

you type in /pokecube gift <code>, then it checks to see if the code is correct (it checks a file on github for codes, then it also checks files which a server admin can configure for gifts).
If you typed correct code, it gives you the gift. each code will only work once per player.

When I try to capture a legendary (Raikou) appears
: Raikou does not trust you enough to be captured. The Pokemob refuses to enter the cube!
You have to capture a ton of electric type pokemon to gain Raikous Trust.
