Ctrl + Scroll does the whole bar

Shift + Scroll does the row currently selected

That way if you have a line of pickaxes in the same row, if one pickaxe breaks, you do not then have to move your wrench, apples, and everything else to the "new" hot bar that the pickaxe you just switch to manually.

You should add a feature to swap between items in only a specific column. Like holding shift-ctrl and scrolling makes you able to swap items in the specific column. Just a thought
