Hey SackCastellon! i was wondering if u could make a mc 1.6.4 mod for everybody ( forge)
Mod Name: Camouflage mod
aurmor: camo chest,legs,boots,etc.
desert camo, forest camo, jungle camo, and plains camo aurmor
blocks: camouflage block,
food: camouflage apple, camo steak, camouflage golden apple xD
tools: camo sword, shovel, etc.

And i simply did it, because it was not a hard work, but it has took about two weeks because i were busy with school exams.
How the Mod works
This Mod works by the following way, you have to create the basic camouflage (block), which is made of leaves (any type), and departing form that block you can create camouflages for different biomes, by using the "main" block on the biome.
E.g.: to create the camouflage of the desert you will need the basic camouflage block and 4 sand blocks, and the same with the rest of camouflages...
Those camouflages will give you the ability of become invisible, you will only need a full specific armor set, be on a specific biome, over a specific block and be sneaking.
Here is a list of biomes and blocks depending on your armor set:
Leaves Camouflage:

Forest Hills
Swampland

Download the correct "minecraftforge-installer-x.x.x-x.x.x.xxx.jar" for a easy Forge installation.
Run the "minecraftforge-installer-x.x.x-x.x.x.xxx.jar", select "Install Client" and click on "Done".
Run Minecraft.
Close Minecraft.
Download "Camouflage x.x.x.x - MC x.x.x - Forge xxx.zip".
Drop "Camouflage x.x.x.x - MC x.x.x - Forge xxx.zip" into the ".minecraft\mods" folder.
Run Minecraft.
Enjoy
Server:
Download the correct "minecraftforge-installer-x.x.x-x.x.x.xxx.jar" for a easy Forge installation.
Run the "minecraftforge-installer-x.x.x-x.x.x.xxx.jar", select "Install Server", select a folder where the server will be installed (eg. "C:\Users\<user>\AppData\Roaming\.minecraft_server") and click on "Done".
Go to the selected folder and open "minecraftforge-universal-x.x.x-x.x.x.xxx.jar".
Open "minecraft_server.x.x.x.jar" with WinRar or 7zip.
Drop everything inside the "minecraftforge-universal-x.x.x-x.x.x.xxx.jar" into the "minecraft_server.x.x.x.jar".
Create a text file and type "java -Xmx1024M -Xms1024M -jar minecraft_server.x.x.x.jar nogui" and save it as "Run.bat".
Run the Server.
Close the Server.
Download "Camouflage x.x.x.x - MC x.x.x - Forge xxx.zip".
Drop "Camouflage x.x.x.x - MC x.x.x - Forge xxx.zip" into the ".minecraft_server\mods" folder.
Make the mod hide the nameplate of the player who's wearing a full set of camo and also amke mobs less likely to spot you. Then this mod would be really cool.

I would agree with goodwarrior above. If you can hide the player name it would make the mod perfect. Right now the player may be somewhat hidden but he effectively has a big sign above him saying 'I Am Here'.
It reminds me of an old Monty Python sketch about a guy hiding behind a bush and the narrator asks if we can spot him. He's the only bush in an empty field. The bush is then blown up.
Also, your OP is really long. You might want to consider hiding the all recipes behind a spoiler. People will find them if they want them.
