Yes you are allowed to use it in your modpack, but i highly recommend to use InGameConfigManager instead.
Thank you. I tried using that one but I was unable to use the ore dictionary references in the recipes, making this mod the better choice for what I'm doing. I also prefer the ability to drop items directly into the crafting grid to make the recipes rather than going through a menu, even if that menu does have useful heuristics to prevent me from having to go too deep into it.

InGameConfigManager has ore support, it's more stable and less buggy. It should be easier to use once you get the hang of it. There is no support for CraftingManager anymore, so i highly recommend to switch to it.

Alright, since you insist and I greatly prefer to use stable/supported things, let me ask a couple questions. If you can resolve them then I would be happy to use your new mod.
1) Can you explain how to use the ore dictionary support? I've tried multiple times but continue to get stuck. Here's a screenshot of where I try to allow any arbitrary plank for a boomerang recipe:
Nothing happens when I click save, even if I enter "plankWood" in that text field. Since you say this feature works, I assume I'm missing something.
2) Do I have your permission to InGameConfigManager on my server. I know you strongly implied this but I'll need something direct for submitting a mod pack to FTB.

I won't update this mod anymore, i'm working on a new mod similar (almost the same) to this one. It will be released this week.
Well i hope the new mod will be on curse or curse's third-party mods spreadsheet.
Maybe later, not on release. There will be (maybe) a lot of bugs, which should fixed first and once it's stable i will add it to curse.

how about ingame configuration of your other mods? like item physics its really cool but it still despawns without crafting manager
