You are probably using v18 or earlier.
I want them to be fast enough to make travelling thousands of blocks easy.
GUI packets are indeed sent to everyone, as they represent a state change in a machine that all clients must know. However, unless you have constant GUI activation everywhere - which seems crazy - I doubt this would even be noticeable against all the other packets.
Hehe, you got me totally wrong. When I wrote "steam turbines are brand new" I meant just crafted and placed in world :D.
And no, on v19b they refuse to work when I pumping steam to them not only with Railcraft but also with steam generated in friction boilers.
They worked before v19 without smallest issue.
I'm a horrible judge of scale; that looks around 1.5 meters in each direction.
Even 1.5m (just under 5 feet) in each direction would be over 3 minecraft blocks worth of volume.
It looks about, or almost as tall as, the person next to it.
At one time, in 147 (and 162), I had a mod that let me fly faster than normal in creative mode. I could easily outpace terrain generation. If I (and I did) travel a thousand blocks (a client-side mode reported where the client thought it was), and came to a stop, after a few minutes the server would catch up with terrain gen, and often would reposition me back several hundred blocks, in front of a giant tree. (More often in twilight forest :-).
So any high-speed travel runs the risk that the client will think it's in one place, and when the server catches up, you may find that you are not where you thought you were. Given terrain gens like ATG that put ground as high as 255, unless you are above that level, you run the risk of being told, no, you did not actually fly where you thought you flew.
Now, since jet planes fly high in the air, maybe it makes sense that your plane would have to fly above the 255 line. This prevents any sort of worry about the server moving you back.
I don't know if it's possible to tell the server to skip generation of backlogged chunks. If you could, then there would be much less of a delay generating the landscape when you land.

Maybe in 1.8? I'm wondering if the new cart speed upgrades mean they've done some optimizations there.

really enjoy being able to do math in my games, particularly with reactors and electricraft. at times I wish power was displayed in base 1024 so it would read 64kw instead of 65.536kw but oh well.
also does your hatred of multiblocks mean that you would not like the idea of having batteries able to join together to add their capacities and current output together with a single input and output?
has the cooling properties of reactors changed at all recently? by that I mean that my old reactor setup could no longer heat up past 60 after I updated to v19. then when I removed the controller for the control rods, it went right back up to full temp
btw, my diamond supply is not happy with the 8 stacks required for a top tier battery.
Use a silk touch book on a boring machine, place it at a low level, send the diamond ores through extractor. Ta-daaaaa, super diamond supply!

You'll definitely be needing more water. You could hook up a few steam engines in a row, redirect the dc powered pump to pump water into those, then junction it together and use a gearbox to up the speed to power another pump leading to your solar tower. Or if you've got power stored in that battery, you could just route that back and it ought to generate more than it uses.
EDIT: Just tried, in a singleplayer world, using a creative coil to provide 65536 rad/s @ 65536Nm, and it still shocks me. This seems like a bug to me.
I decided to bite the bullet and try to play with RotaryCraft, ReactorCraft, and ElectriCraft without any other supplementary tech mods.(Except for Railcraft, but I don't intend to use that to power anything aside from a rolling machine. I only have it for the rails and it's aesthetic blocks.) No IC2, no Thermal Expansion, not even Buildcraft. The experience was brutal, but fair. It actually felt like an accomplishment to start using the Grinder for ore processing. I'm having a lot of fun with this challenge, and a lot of fun with your mods. Keep up the good work.
Once you enchant the boring machine with Efficiency IV / V, it really doesn't matter. I have a single magnetostatic engine geared way down (i think 16:1) that is running four boring machines with about 7.25 seconds per operation on each one. they are silk touch & Efficiency IV enchanted. if they were running any faster it would not really do me much good because nothing else I have currently set up can process the thousands of ore per hour that they generate. I should mention i'm mining in a semi-stable mystcraft dense ores age.
