It would need to do constant TileEntity checks. These are rather "expensive" computationally.

It happens once per texture file. If it is constantly doing it for a given texture, it means something is wrong with the caching system.

still not working, and those boilers are also dry, with water being fed in the bottom.EDIT: fixed. cant use gas ducts to pump into a reactor. liquid pipes do it, even though CO2 is a gas. . . oh well. and the boilers are full, it just doesn't display. wonderful.

No, and I will make sure they do not. It opens up far too many potential crashes and/or exploits.

when I put an empty one the console got spammed with null point errors, and I rapidly went to >>10000 buckets when all I put into the system was about 1 XU drum (256 buckets)

You're not going to be able to 'fix' being able to delete waste. There are a million and one ways to get rid of it other than storing it in spent fuel containers. This is what happens when people are able to load 180+ mods on a server at once.
Instead, time would be spent better trying to find ways to give some value to keeping the waste. there have been a number of suggestions i'm sure in this thread already.
