Download fps plus for the version of minecraft your playing
Put Fps plus mod in mods folder (if no mods folder make a mods folder)

With forge
Install forge (newest or recommended for the version of MC your playing) for the version of minecraft your playing (use the uninstaller for 1.6.2)
Put Fps plus mod in mods folder (if no mods folder make a mods folder)

with optifine
Read optifine page (same with optifine and forge)
when you have installed optifine right
put fps plus in the mods folder(if no mods folder make a mods folder)

As far as server side stuff goes all I can say is look at Spigot or MCPC+ those will do more then I could and still be compatible with vanilla minecraft. http://www.spigotmc.org/

Nothing Nope No Fps Boost I put it into the mods folder, i put it into the jar everything and it dosent work not even 1 fps boost

Vanilla should work fine I havent tested it myself though.

Only thing the parameters do is that they allow you to edit the Forge's .jar. If you are going to place the .zip including the .class it won't work with Forge as Forge always prefers it's own .class over yours if it's available. You need to replace it so Forge can't choose.
