If the version of TMI you're trying to install is indeed a ForgeModLoader version, dragging whatever files into the .aether\mods folder should do it.
Confirm that you have a 1.6.4 version of TMI (the "bin" folder hasn't existed for some time), and if so, if you could list the contents of the .zip here so I can confirm how it is installed, I may be able to help.

did you install it correctly? Did you get the newest version?
That's caused by the server not having the mod. Make sure that the server has it too.

You may have conflicting files.
Try making a completely new server in a new folder/directory completely from scratch. As you already know, get the Forge 1.6.4-965 installer here and use "Install Server" to the place you want your server files to be. After everything is downloaded, make a new .txt file in the same place as your server .jar and paste this:
Save the text document as something like "START.bat". Opening/running this file should run the server.jar with at least 1GB of RAM dedicated. Run the server and let it download resources, generate a world, etc. before doing "stop" in the console.
Then, there should be an empty mods folder. Download a fresh copy of the Aether II directly from www.AetherII.com/downloads. You should only have to install the Aether II to the server, but grab the Forge LJF from the black bar above the main downloads if the server won't run at all.
Hopefully you already knew how to do all this, but please make sure to do this in a completely fresh and empty folder before installing the Forge server. If you have another crash, please reply with it with spoiler tags next time.
In hindsight, I should've read the crash lag a bit closer and checked for this in the first place. You're right, it's not a problem with the Aether II, it's a problem with Forge 1.6.4, which is not compatible with Java 8, the version of Java you're running.
Create a mods folder in your server directory if there isn't one already and download this to it: http://go.aetherii.com/LegacyJavaFixer
This should fix your issue. Report back once you've done so.
No problem! It probably wasn't happening on your client since our Aether II launcher automatically downloads the fix.
