I just tried it now and it worked fine for me when downloading the forge version.Great news! I looked at the vine's class file and figured out why you cannot place vines on leaves.
It's now fixed for 1.2.
Edit: OH, actually this won't hurt your framerate at all I think, it just makes more use of some of the visual artifacts that were previously hidden, but are now are visible.
