Introduction
This mod started as an opposite approach to my first mod that stops snow from generating. I find that the inclusion of snow biomes in regular Minecraft is just ridiculous, and I dislike seeing hot, dry deserts and lush jungles bordering on winter wastelands. This mod adds snow to every biome except oceans, making for a chilly "snow world" Minecraft experience.
This is similar to the early Minecraft alpha snow levels, but only in the sense that there is snow everywhere. There the comparisons end: as the many biomes that have been implemented exist in the game, only covered in snow. It also isn't always snowing - weather comes and goes normally. Only this time, it's always snow. Therefore, snow only regenerates when it's snowing, which is only once and awhile. Ice will accumulate on standing surface water at all times.
All biomes are basically "chilled" into snow biomes, minus oceans (since doing so allows for at least some open patches of water and ice floes).
How it works
The mod changes the properties of the non-snowy biomes in Minecraft, lowering their ambient temperatures and essentially cooling them down so that snow and ice will not melt when generated. It then switches on the biomes' toggles for snowfall. The result is all biomes have snow in them, and when precipitation falls it is always snow (except in ocean biomes).
The downside to this is that because biome colours are determined by temperature, all grass and foliage in all biomes become the same colour, so you'll have to get used to seeing the same shade of green practically everywhere.
IF YOU USE THIS MOD ON WORLDS YOU HAVE ALREADY GENERATED OR SAVED, BEWARE THAT THE ENTIRE WORLD WILL GENERATE SNOW AND ICE! If you don't want this, either don't load your old worlds or don't use the mod. Luckily, with Forge, enabling and disabling mods is a breeze - just take the file in and out of the "mods" folder.

If you use this mod, I highly recommend using Optifineand the "Better Snow" option, which makes grass and flowers not show a block of grass underneath when it is surrounded by snow.Otherwise Plains or any biome that features a lot of grass look downright ugly.
If using 1.7.10, I also very highly recommend using the Better Snow Modto maximize awesome.

To use this mod, you must have the latest version of Minecraft Forge installed (version 14.23.1.2589 was used to make and test the mod - you can get it here {this is Forge's AdF.ly link}: http://adfoc.us/serve/?id=27122866370339).
1. Download the Forge .jar file (link just above)
2. Run the .jar, install the Client.
3. Run the launcher using the "Forge" profile from the drop-down list. Play Minecraft.
4. Once it loads, quit Minecraft.
5. Place the mod .jar/.zip file in the "mods" folder in your main /.minecraft folder (in /appdata)
6. Play and enjoy the snow.
If you have any problems or need more help installing Forge, Google it, I'm not going to help you.
If this mod is incompatible with any other mods that you use, I'm sorry to hear that. But as I don't have any real skill in mod development, don't expect me to help you fix this.
Server
1. Download and install Forge (server) into where you want your server to be.
2. Launch the "Forge Universal" .jar that it downloads once, to initialize folders. Then quit.
3. Place this mod .jar/.zip into the "/mods" folder in the server's root directory.
4. Play and enjoy the snow.
Will this add snow to all my pre made areas as well? i want to make sire before i get it. I made my place for snow back in the day and now snow no longer falls kinda messed everything up XD
Although I can't be 100% sure in all cases, I did a test where I had the mod loaded and loaded a map I had been working on, where there was no snow anywhere. I found that snow and ice didn't start forming, even when I toggled downfall / rain -- it came as rain in the places I had generated before. Only when I went to the edge of the map where I hadn't generated yet, did it start putting snow on everything. That's where I got that screenshot in the very top spoiler.
So, although I can't guarantee anything in all cases, as far as I know from my testing, as long as you don't generate new chunks, you can still have plenty of fun in your current worlds that don't have snow without worrying about snow generating in them - so long as you stay in the places you have generated before.
If on the other hand you're hoping this will add snow to places you've already generated, unfortunately no. But! There are mods where you can edit the biomes of currently generated chunks, such as... http://www.minecraft...-worlds-biomes/
EDIT: The behaviour I have described above has now changed as of MC 1.5.1. Now the entire world will become snow- and ice-covered. Ice will generate whether precipitation is falling or not; snow will accumulate when it snows.
I can see the uses for this for people besides those who simply like snowy biomes. For instance, possible post-apocalyptic themed texture packs who want a world covered with nuclear winter. That idea paired with the right texture pack, sound pack, and possible other additional mods could make for quite the experience.
Good job on this as well. Tested and working on servers. I'm adding it to the mod list now.

I understand you are doing this by changing the biome to a snow biome after generation. But i don't like the dark grass color. Is there a way to get the original color back with out a texture pack?
Thanks for trying the mod! As to your colour-question: as far as I know, there can only be one colour. As Minecraft assigns biome colours based on temperatures, and since I make every biome's temperature quite low, they all look the same. In the mod's case, exactly the same. I suppose I could vary the temperatures a very slight amount so you could get colour variations, but you would need a really precise custom texturepack to make different colours show. So basically, there's not much I can do about colours, even with a texturepack.
That's a good point actually, Sp00ch; on the next iteration of the mod (when the next version of the game comes out) I'll leave plains in, and recommend people download Optifine.
I might update it before then. Really it's just one line in the mod that gets rid of plains... All I'd have to do is remove it and reobfuscate... Hmm... Motivation is a problem here...
Perhaps, you could make this a generator options I.E. Default > Superflat > Large Biomes > Snowy. No clue how hard it would be, but I'd probably use it more often if I could choose.
Let's say I want a mod that spawns some creatures on a specific biome, such as a jungle. Will the creatures still spawn on jungles, even though I have this mod? Or will it now be considered as a "snow biome"...
Will everything be considered as a snow biome with this mod? Or is it just the same vanilla biome but with only snow?

The AllSnow mod doesn't change any of the properties of the biomes except one: it flicks the snow switch to "on" and lowers the temperatures so that nothing melts on its own. Hence, if you had something that only appeared in the Jungle biome, it will still appear there, as the biome still exists intact and you can still wander into Jungles with tall trees and everything -- only they're covered in snow and all a single colour of foliage. So as far as I can tell, it should work just fine.

Hence, if you had something that only appeared in the Jungle biome, it will still appear there, as the biome still exists intact and you can still wander into Jungles with tall trees and everything -- only they're covered in snow and all a single colour of foliage. So as far as I can tell, it should work just fine.
