Block and item IDs no longer exist, so you can't change them, and it is impossible that they conflict unless that other mod is doing some seriously bad practice modding voodoo.
IDs have nothing to do with textures.
Besides that IDs still DO exists but they aren't meant to be used anymore.
Instead of that we now use a registryname. If you use worldedit on a server for example you still use the IDs.
Describe your "texture crash", maybe show us the crash and we might help you!
Yea, its the textures that overlap each other. My guess is that they are named the same or it might be conflicted with someting totally different.
The issue you are having has absolutely no relation to what you think is causing it. Get screenshots, go bother people in threads for graphical mods you use(optifine, shaders, fastcraft etc.).

Well, something strange is going on here.
Heres a picture without your mod. But i use Conquest Reforge mod.
Heres with Bibliocraft installed:
Removing optfine fixed the issue. BUT i changed Optifine and the issue came back.
Then i changed connected textures from fancy to fast. Problem solved.
So if anyone gets this issue, you will know how to solve it. Thanks for your advice and quick respond. I LOVE your mod it add so much more to MC.
The atlas is slightly broken. I explored an undocumented chunk, and it created a new map with center at 0, 0, even though that lands myself somewhere around the middle of the map instead of right at the edge. I could re-explore everything, but I would like to know if there are alternative solutions first due to the several hundred chunks worth of maps. My previous map has the center at 256, 640 and a zoom of 5. Also, when I remove the faulty map, the scale turns into 1, and fixes itself next time I open up the GUI.

The big hurdle, from 1.7 to 1.8, has been cleared. Most of the changes in subsequent versions are content and combat. Going to 1.10 shouldn't involve major heavy lifting... just some dev testing.
if you haven't checked your github about your problem with Bibliocraft's bug with forge.. you may want to check there in github, few guys posted a few posts talking about the issue that you are stuck at updating bibliocraft to 1.10.2.. just giving you a head up.
I made a couple suggestions to a possible resolution or to at least move forward the discussion on the issues preventing the 1.10.2 release. I'm not sure if Forge and Nuchaz are each waiting for the other to post info.

Could there be a progress tracker of some sort, so we know when new updates are happening, and what needs to be done? I know you are probably busy, but as you know, your fans are impatient!

Sadly, i cant use this mod together with Conquest Reforge mod.
It crashes my game. Im useing Forge 1707 and played abit, but it still crashes after about 5 minutes.,
Ive tried Forge 1722 but then the game crashes before i can enter the world.
I use Optifine 1.8.9 HD_U-H2
Its strange, cause i cant really understand why its crashing.
It seems like its having trouble rendering or rendering together with another mod.

Ok, since i didnt get any help i managed to fix it myself.
I changed to Forge 1720. Problem resolved for 20 minutes. Then back to the same again.
