1.2.0 has a few bug fixes, and the stamps have been reworked. Instead of 1 original stamp = 1 use, now it's 8 uses for iron, 4 for gold, and 2 for diamond. I'm up for suggestions on this. I'm possibly going to change it (possibly as in probably).
1.3.0 changelog is in the OP, and so are the download links. You can now send creepers in the mail- but it is expensive! It can be turned off in the config files if you don't want it (Server owner only, obviously).
Loving all the additions to the mod. This is one of those very simple concepts that make a ton of difference when playing on a server.
Sadly, no one is using it on my server because of the stamps. Iron, gold and diamonds are too valuable to be used as a consumable. May I ask you to reconsider my suggestion of creating stamps with cheaper, renewable items, like dyes instead of the metals?

Edit. We are having a strange issue while playing LAN. I can see the ID's of me and my friend's mailboxes just fine, but he can only see the ID's of the ones he put down himself - when checking mine he just gets ID 0 and he can't send any messages to my mailboxes.
Edit2. Not only that, but the ID's we see on the mailboxes are different!
So, to clarify:
- I can see the ID's of every mailbox, be it my own or put down by my friend.
- My friend sees ID 0 on any mailbox I put down.
- On the mailboxes that we can both see the ID's, the numbers are different for both - where I see ID 2030, he sees 7070.
- In the case where a mailbox has two different ID's for each of us, we can only send messages to the ID appearing to us. If he tries to send a mail to the ID showing on my game, he can't do that, and viceversa.
