Where is that? the file I got is called TConstruct_AT.cfg.
That file is an internal part of the mod, that should be inside the .zip file for the mod. Leave it in there. Don't unpack the zip.
The zip file goes unchanged into the "mods" folder inside your minecraft folder.
When you run the game, it will make a directory, "configs", for the config files. In there will be configuration files for every mod that has configurable options.
Those are what you modify. They won't show up until you've run the mods once.
EDIT: And some mods don't generate their config file until they first do something.

Presently, I've modified a Thaumium/Manyullyn Hammer with a Flux Capacitor upgrade. I am recharging it while mining with a Redstone Flux Capacitor in my hotbar.
The dig animation resets every single time the charge count changes, to wit: I am unable to mine and recharge at the same time. :C
(Disabling the sending of Energy from the Capacitor results in normal mining behavior. But as long as it is enabled, and the Hammer is pulling energy, it will reset the dig animation)
A workaround could be to up the charge rate from 75 rf/t to a more reasonable 400-500 rf/t. Or even 2,000 RF/t, considering a mining action takes up around that much. This would reduce the animation reset to a negligible amount.
Could also poke the TE3 devs to see how they've managed to make their tools work with recharging.

When I use this plus buildcraft 1.7.2, the game crashes (on multiplayer) whenever a certain Facade block from TiCo is rendered. I'm thinking this has to do with the pig iron blocks.

Oddly enough, the tools work fine if they are at full energy while recharging. Maybe pause the recharging while mining?

That was my point. They work fine if they're at full charge and stay that way. A higher recharge rate, or a lower energy consumption, would enable it to remain at full charge under use.
My hammer has a speed of around ~20, Many components and three levels of Haste, the recharge cannot keep up. And it's not a matter of not being supplied fast enough, the tool doesn't pull down enough energy. 75 rf/t is tiny. Proper Flux tools have a higher recharge rate (and lower energy consumption) than that.
At present I am disabling recharge while mining, but because it burns energy so quickly (only 400k charge, and like 2k consumed per action) my mining trips are very short followed by long periods of nothing while I wait for it to recharge. :C
Edit: For Comparison, a Flux Pickaxe from Redstone Arsenal charges at 1,600 RF/T to the Hammer's 75 RF/t. And my hammer uses 2,124 RF per mining action. Which is fine, that's actually less than the 2,400 RF it would take to do the same amount of work with an Empowered Flux Pickaxe. Just the recarge rate shouuuuld be adjusted.

OptiFine is the one to blame in this case, it interferes with a lot of Forge mods and there isn't much mod authors can do on their ends to solve the problems. You should post about the issue in the OptiFine thread, eventually they may get the message.

I was playing around with the exo armor in my testworld a bit and it was awesome. Now that I have legitly created it in my adventure world however, all the special effects are gone. Also if I look in NEI the special effects arent mentioned anymore. I run MC 1.6.4 with TC 1.5.3. Anybody else have this problem?
CaelThunderwwing: The default permgen size is 64mb. 512 is way too much; 128mb should be plenty.
Tankman101: The Scythe can have fortune just fine. Silk Touch and Fortune don't go on the same tool however.
ulkig: Health regeneration sets the vanilla gamerule to false. Try /gamerule doHealthRegeneration true when ingame.
chasingfire_hpps: The config file is TinkersWorkshop.txt in your .minecraft/config folder.

My suggestion to increase the maxReceive value to something at or around 1600/2000 would alleviate most of the problem. That would keep the charge at full almost all the time, provided you have a capacitor that will charge the tool that fast. Because it only recharges at 75 rf/t, the tool when used at full speed will never have full charge and the value will constantly be changing.
So it's necessary to have a charge rate that exceeds the discharge rate from mining. That will alleviate the symptom, and that's a value that can be tweaked easily your code.

Oddly enough, the tools work fine if they are at full energy while recharging. Maybe pause the recharging while mining?

That was my point. They work fine if they're at full charge and stay that way. A higher recharge rate, or a lower energy consumption, would enable it to remain at full charge under use.
My hammer has a speed of around ~20, Many components and three levels of Haste, the recharge cannot keep up. And it's not a matter of not being supplied fast enough, the tool doesn't pull down enough energy. 75 rf/t is tiny. Proper Flux tools have a higher recharge rate (and lower energy consumption) than that.
At present I am disabling recharge while mining, but because it burns energy so quickly (only 400k charge, and like 2k consumed per action) my mining trips are very short followed by long periods of nothing while I wait for it to recharge. :C
Edit: For Comparison, a Flux Pickaxe from Redstone Arsenal charges at 1,600 RF/T to the Hammer's 75 RF/t. And my hammer uses 2,124 RF per mining action. Which is fine, that's actually less than the 2,400 RF it would take to do the same amount of work with an Empowered Flux Pickaxe. Just the recarge rate shouuuuld be adjusted.

OptiFine is the one to blame in this case, it interferes with a lot of Forge mods and there isn't much mod authors can do on their ends to solve the problems. You should post about the issue in the OptiFine thread, eventually they may get the message.

Tankman101: The Scythe can have fortune just fine. Silk Touch and Fortune don't go on the same tool however.
ulkig: Health regeneration sets the vanilla gamerule to false. Try /gamerule doHealthRegeneration true when ingame.
chasingfire_hpps: The config file is TinkersWorkshop.txt in your .minecraft/config folder.
Kirazy: Auto-repair has the same problem. Repairing while mining resets the whole tool and there's code to prevent switching tools to save durability. Since the tool is reset...
FisherP: No mod author in their right mind would support OptiFine. Feel free to use it, but don't expect me to fix any bugs associated with your pack.
FoolishBalloon: Are the ore chunks registered in the ore dictionary? Are they registered in a way other mods can get at perhaps?

Either it isn't showing up, or it is broken. Saplings drop at the same rate as if the leaves are punched tho so I'm guessing it is broken.

Derpdatdrop: You need to use the Smeltery for processing metals.
My suggestion to increase the maxReceive value to something at or around 1600/2000 would alleviate most of the problem. That would keep the charge at full almost all the time, provided you have a capacitor that will charge the tool that fast. Because it only recharges at 75 rf/t, the tool when used at full speed will never have full charge and the value will constantly be changing.
So it's necessary to have a charge rate that exceeds the discharge rate from mining. That will alleviate the symptom, and that's a value that can be tweaked easily your code.
